Alexander C. Charney Cohen

Alex has over 25 years of experience in manufacturing engineering and mechanical design. He has worked as a Quality Engineer, implementing statistical process control systems at Digital Equipment Corp for hard disk drives and at Hewlett-Packard for inkjet printer subsystems. He has successfully partnered with engineers in Israel, Mexico, Germany, Singapore and China. His greatest expertise is at the seam between design and manufacturing, advocating and influencing for manufacturability. He has extensive training in Geometric Dimensioning and Tolerancing (GD&T), Design for Assembly (DFA), Design for Manufacturability (DFM), Ergonomics, Failure Mode and Effects Analysis (FMEA) and Process FMEA. His eight years as a design engineer at Hewlett-Packard gave him experience in complex plastic part design and mechatronic systems. He has worked on high volume products and low volume products, in large multi-national corporations and small start-ups.
Alex has developed processes and designed fixturing and assembly tooling ranging from determining the operating parameters for injection molding ceramics to paint repair and assembly for solar inverters. He has designed and conducted experiments to optimize membrane conditioning for Hydrogen purification subsystems in fuel cell back-up power systems. He has designed lift assist hardware to minimize ergonomic injuries on the factory floor, as well as rearranging the process flow to enable lifting devices. He has worked closely with Human Factors Engineers and Service Technicians, making him an advocate for usability and maintainability.
As a Civil Engineer in the US Air Force Reserve, he managed construction projects and skill level (AFSC) training, developing database and spreadsheet tools along the way. As a BioEnvironmental Engineer in the Air National Guard, he has experience with Industrial Hygiene (air sampling and noise dosimetry), Radiation Safety, and Laser Safety.
Alex has Bachelor of Science degree in Mechanical Engineering from MIT and has graduated from the United States Air Force School of Aerospace Medicine (USAFSAM) BioEnvironmental Engineer (BEE) Officer Course. He is currently a Major in the Oregon Air National Guard, serving as a BEE Officer.

Kevin specializes in industrial hazardous paint removal, exposure assessments, risk assessments, and ambient air. Further expertise includes water and soils monitoring, containment and ventilation system design and evaluation, and specification and guidance document development.
Complimentary expertise includes OSHA permissible exposure limits (pels) for construction, chemical substances encountered in construction, abrasive blasting, and worker protection issues. Other experience includes waste management and public health issues, expert legal support, regulatory negotiations and congressional networking.
Kevin is knowledgeable in areas including environmental engineering, geotechnical, occupational and environmental health services, environmental air quality and air permitting projects, and site remediation investigations. Other areas of expertise include asbestos project management, radon assessment and mitigation design, indoor air quality evaluations, specialized health and safety training, and airborne contaminant evaluation and control.
Kevin’s experience includes OSHA compliance audits; accident/loss source analysis studies, ergonomic evaluations, non-attainment, and air toxics and air permitting provisions of the clean air act. This expert offers technical support services to commercial and toxic tort claims units on workers' compensation, general liability and product liability cases involving toxic materials.
Kevin has lectured extensively on industrial lead paint management issues at industry symposia (sspc, pdca, fhwa, etc.) And for public and private clients, and was a principal instructor for sspc c-3 and c-5 courses, as well as the nhi/fhwa hazardous bridge coatings course.

Kelly Smith
Associate Consultant - Occupational Health and Safety

Kelly is a professional with over 15 years in workplace safety, industrial hygiene and indoor environmental quality. Her expertise is in occupational safety and industrial hygiene programs, practices, systems and standards. Kelly 10+ years of experience in the design, implementation, and continuous improvement of corporate management systems for the anticipation, recognition, evaluation and control of injury and disease risks. Litigation support experiences have included serving as an expert witness in workplace injury and wrongful death litigation, occupational exposure to asbestos, and indoor environmental quality and construction defect litigation related to water intrusion and occupant exposure to "toxic" mold.
Technical and management consulting experiences have included a wide variety of safety, industrial hygiene and indoor environmental quality projects. Safety services have included fatality investigations and management systems design, evaluation, and executive coaching assignments. Industrial hygiene services have included highly customized assessments of elevated exposure risk workplace health issues for large corporations, including nosocomial risks during healthcare facility construction. Indoor environmental quality services have included construction defect and water intrusion related toxic mold exposure assessments of over 3000 residential and commercial buildings.
Corporate safety and industrial hygiene employment experiences have included serving as director of safety and health at global corporations as well as technical experience in multiple industry sectors including the international manufacturing, mining, construction, insurance, electric power industries.

Scott Velleman
Associate Consultant - Quality/ Engineering Safety

Scott has over 20 years experience with army, navy/marine and air force defense systems (f/a-18 aircraft, lhx helicopter, m1 tank, mv/cv-22, aaav), commercial programs (430, 427 412 helicopter programs) and automotive (robotics company), aerospace programs and missile defense system. Further experience with all major avionics subsystem includes IIDS, EFIS, controls & displays, flight controls, and navigation. Additional avionics expertise includes communications, mission processing, helmet displays, digital maps, stores management, target acquisition systems, and electronic warfare.
Scott additionally has experience in both engineering development environment and production environment. He has been responsible for training junior engineers in reliability analysis, processes and statistical process control and has been a major contributor to preliminary and detailed design reviews with concurrent analysis of design with respect to reliability and maintainability. His extensive background and experience includes evaluating reliability stress analysis and predictions, verifying failure modes, effect analysis, and reliability modeling and failure analysis / corrective actions. His further specialties include reliability and maintainability, HSE and safety requirements, reliability prediction, and FMEA and is also highly experience in built in test analysis, testability analysis, reliability development tests, and maintainability demonstrations.
